Ziggy, I believe if the stripes are on his forehead down to his cere it means he's a baby...

his forgead is white like your blue bird except on top of his beak/cere itz all white and then like over his eyes it starts

That's how all of mine look and they just went through their first molt. From what I've read this happens around 4 to 6 months I believe. Another way to tell is by their eyes, but I don't remember exactly how to determine it...I know if their eyes are completely dark with no light areas, then they're babies. You can look this up on the internet...there's a lot of info on it...
