Thank you, kksuns, and for all the suggestions.

I have sent all of the ideas to my friend and she is extremely grateful for the help.

She has already spoken to the vet about previous suggestions and he is looking into them.

I don't know what the actual diagnosis was, but maybe I'll find out when I hear again.

Thank you again!

Thanks to all who have helped and offered good wishes smile smile
I'll keep you updated if I can.

@ aaadraine&chiki and PDM, Thanks for the well wishes re; my back problems. smile

PDM, Here is a link to B complex vitamins for birds. http://www.arcatapet.com/item.cfm?cat=16041
It tells what the B's are for. I keep thinking that if your friend's bird is not digesting his food properly he must be lacking in soo many vitamins and minerals frown I wonder if the vet has addressed this?
Also, I'd really love to know the bird's name. I hate referring to "the bird" rather than having a name to go with it. Almost like the poor lil guy/gal is just another number ya know? I HATE that! LOL
Here is another link if ur friend is interested in helping with research to find a cure for PDD. It would be soo wonderful to find a cure for this awful disease. http://secondchancebirds.net/forum/viewtopic.php?f=19&t=4425&view=previous
And here is another regarding research in the disease, experts in the field..even has a consultation phone number.

Thank you, again, kksuns smile.
I have passed all of that information on to my friend.
I just hope that she can gain some extra quality time for her budgie smile

I know thatmy friend immediately stopped feeding her seed, and bought vegetable baby food and aloe juice.

Apparently, as the bird was doing so well, my friend re-introduced seed, but the symptoms returned, so they are out of the diet again and all seems well ~ for now, at least smile

hmm I wonder why it can't seem to digest seed?
Also wonder if maybe an eggfood mix might be good? For added nutrition?
