Some regions of the world use modern technology, with irrigation, wind cooling, shade and other systems to ensure even crops each year. However, other regions of the world have strict rules about how vines can be handled. They are not allowed to irrigate, to cool, or to otherwise alter their vines. In these regions, the weather for the year can be of CRITICAL importance. If rain comes late in the year, it can wash out the flavors. If there is no rain, the vines can literally shrivel up and die.

So while vintages are of key importance in many regions of Europe, they can have little to no importance in "new world" wine regions, where winery owners have far greater control over their crops.
