I know cats can be trained entirely with eye contact and blinking

I ask because both Gordon and Burby (my babies) respond to my blinks by coping the action (long blink, short blink, or flutter)

That's cool! When I'm trying to get Tango to relax, I blink slowly at him, and then he does. We also blink back and forth at bedtime. smile

Part of budgie communication is blinking.

And it is perfectly normal for budgies to respond to their person's blinks with the same or similar pattern.

You're both on the right path there.
