There isn't really a max amount of time they should be out. If he is tame, as long as you are in the room the cage should be left open so he can come and go as he pleases. Of course close any doors and don't leave him out if you aren't in there.

Lol, polly.. well mine got his wings clipped and he cant get up to the desk.. so when he comes out i have to bring the cage to the floor.. when he comes in I bring it back up. I hope that when he grows his wings back I hope he doesn't go on the floor looking for the cage.

Lol, I hope he doesn't do that either! Although if he does, he'll be smart -or even curious- enough to go looking for his cage
