technically he is a parakeet in the sense that parakeet is a general term for small parrot.

No. He looks alot like a lovebird but is a completely different species. also much more expensive. They have only become popular in the states in the last ten years. I think that is why they are priced higher right now.

How pretty

you can google "pacific parrotlet" for more info (Fiji is a blue mutation). He is smaller than a budgerigar and a lovebird. This is the smallest of the parrots.

are they smarter than our budgies or they are about the same?

I can't really say if one is smarter than the other...they are just so different. Parrotlets are like tiny amazon parrots. They have more pronounced moods and seem more "out there" wearing their heart on their sleeve more - they will definately let you know what they do or do not want. They will not run away they will stay and get mad.

The bite is as or more powerful than a cockatiel, so they need cockatiel toys. It's funny because eclectus parrots that are at least twenty times the size of a parrotlet need cockatiel toys also as their bite is not as powerful as a typical medium size bird.

One other strange thing is that their droppings are larger than budgies'.
