I don't know what it is, but it's definitely not normal.

It looks like she may be losing feathers around her eyes, too. Or is that just the picture?

It's mites! No joke! That's how Sunny looked at first when the mties began infesting!
Take him to the vet and they'll do a skin scraping to make sure. They'll give him either antibiotics or an injection! Poor baby!
Quarentine him! OMG. Is he with all the other birds? Maybe by some miracle, it's not mites and it didn't spread! But that's how Sun looked! eek

I would def. have her checked out. Opal started with a spot like that to the left of is cere and under his eye. It turned out to be a severe upper respiratory/sinus infection. He's been on antibiotics for two weeks with two weeks left to go.

if it IS mites then injections are probably a bit overboard. you can use ivermectin or vaseline.
