Okay, I tried separating City and Scouser, keeping them upstairs away from the other keets. I thought I could work with the two of them, didn't work.
I eventually just put all the budgies together, but kept noticing all of the birds, including City picking on poor Scouser.
So, I have decided after much thought, to just take him out and bringing him upstairs. So far, he seems very happy. He isn't calling out to the keets. He's apparently happy, sitting on the swing I put in there for him. All he wanted in the other cage was to sit on a swing and be left alone, but the other keets would climb up and peck at him, and not let him sit on the swing.
I'm going to give him his space for a few days before I try to start working with him again. He still "steps up" on command, but only on command, if I don't say it, he'd be flapping like mad away from me.
Wish me luck! I'll post back again giving any up-dates.

I'm glad that Scouser is happier in his new location. Good luck on working with him!

Thanks guys! I worked with him today. He's molting right now, itchy pinfeathers on his forehead, but he did pretty good. He acted a bit nervous, so I only had him out about 10 minutes.
He flew away from me about 4 times.

Poor Scouser!! We picked our Tulip because he seemed to be being picked on by the other birds in the cage at the store! Something about that mommy instinct made us want to save him!! I am glad Scouser has such an observant mommy!! It's good to hear he is happy where you moved him! He is sooo pretty or should I say handsome?? LOL He looks so fluffy and soft! Good luck with your training!! I hope it goes well!! Keep us posted!
Thanks 3budgies for my AWESOME AVATAR!! Tulip adopted 3/05/2007 Tweets RIP

Aw Scousie Wowsie is being picked on why I aughta , ah they are all so cute. They are prob. just jealous of his smashing good looks says Coco. She thinks if it continues to be a problem rather than solitary confinement you should seperate him alll the way up here to Canada.

aww
When you say he flew away do you mean he just went to the ground or like flying flying?
