im not sure if this is an issue, or just natural.
i have two birds.
and i play with them.
and after they have been flying (not constantly, stopping by the cage inbetween for a little) for a bit(5 minutes) they go back to the cage and stick out their wings. it looks like someone in a big winter jackets, that cant put their arms down next to their body. i do not have a camera, therefore i cant take pictures. if anyone knows what this is/ why they do it please let me know. thank you.

Not so much relaxing their wings, they are just trying to cool down, even if they haven't been flying they will do that if it gets too hot for them, also they will roll their tongue to cool down. If you see them doing that a lot when they are not excersizing then you should try and cool the house down, but keets actually do pretty well in the heat as they lived in very hot weather where they were orginally from. So yeah anyways they are just hot and trying to cool off. Good luck and best wishes. Jloc
